Artículo 3.
El Estado tiene como fines esenciales la defensa y el desarrollo de la persona y el respeto a su dignidad, el ejercicio democrático de la voluntad popular, la construcción de una sociedad justa y amante de la paz, la promoción de la prosperidad y bienestar del pueblo y la garantía del cumplimiento de los principios, derechos y deberes reconocidos y consagrados en esta Constitución.

La educación y el trabajo son los procesos fundamentales para alcanzar dichos fines.
   
LEY PARA LA PROHIBICIÓN DE VIDEOJUEGOS BÉLICOS Y JUGUETES BÉLICOS

Artículo 4
Principios fundamentales


Son principios fundamentales de esta Ley:

1. El Estado tiene entre sus fines esenciales, la construcción de una sociedad justa y amante de la paz y en consecuencia, el espacio geográfico venezolano es una zona de paz.

2. El Estado, la familia y la sociedad, como expresión del Poder Popular, son corresponsables y asegurarán con prioridad absoluta la protección integral de niños, niñas y adolescentes para la construcción de una sociedad justa y amante de la paz.

3. La familia, como asociación natural de la sociedad y como el espacio fundamental para el desarrollo integral del niño, niña y adolescente, debe garantizar el control social sobre el ejercicio de su derecho progresivo a recibir información recreativa adecuada al fortalecimiento de su desarrollo intelectual y espiritual.

6. Las autoridades encargadas de garantizar el cumplimiento de esta Ley deben tener como interés superior, en la toma de sus decisiones y acciones que le conciernen, con prioridad absoluta la defensa y garantía de los derechos del niño, niña y adolescente.

Artículo 11
Programas de información


Las instituciones del subsistema de educación básica y universitaria y los medios de comunicación de radio y televisión, públicos o privados, implementarán programas de información sobre la peligrosidad y los videojuegos bélicos y juguetes bélicos. La supervisión de estos programas estará a cargo de los ministerios del poder popular con competencia en materia de educación, prevención del delito y comunicación e información.

Artículo 13

Quien por cualquier medio promueva la compra o uso de videojuegos bélicos y juguetes bélicos definidos en esta Ley, será sancionado con multa de dos mil a cuatro mil unidades tributarias (2.000 a 4.000 U.T.).

An oligopoly (from Ancient Greek (olígos), meaning "few", and (polein), meaning "to sell") is a market form in which a market or industry is dominated by a small number of sellers (oligopolists). Oligopolies can result from various forms of collusion which reduce competition and lead to higher prices for consumers. Oligopoly has its own market structure.
  
With few sellers, each oligopolist is likely to be aware of the actions of the others. According to game theory, the decisions of one firm therefore influence and are influenced by decisions of other firms. Strategic planning by oligopolists needs to take into account the likely responses of the other market participants.

Warner Entertainment is normally a Competitor of Disney, so that there is a Diversity of offers and a Free Market.

But in Laura Pausini's Current Situation, there is a Fusion between Disney and Warner, two of the very few Cartoon Makers in the United States thus signaling the existence of an Olygopoly.

4 Economic Effects of Oligopoly

Oligopoly has various economic effects derived from its different models.

Some of the oligopoly effects are discussed as follows:

i. Restriction on output:

Implies that oligopoly results in small output and high prices as compared to other market structures, such as perfect competition.

ii. Price exceeds average costs:

Implies that under oligopoly, there are restrictions on entry of new organizations. Thus, organizations charge prices more than the average costs. Therefore, consumers have to pay more in case of oligopoly market.

iii. Lower Efficiency:

Leads to non-optimum levels of output. This is because the output produced under oligopoly depends on the market share held by the organization. Thus, the oligopoly organizations fail to build the optimum scales of economies and achieve optimum output.

iv. Selling Costs:

Refer to high promotional costs. The oligopolists engage in high promotion tasks to take the share of its rivals. Thus, the resources are wasted in form of high selling costs which do not add to the satisfaction of customers.

Apart from aforementioned points, oligopoly shows the poor performance from various other angles. From the point of economic welfare, it fails to satisfy customers since the price charged is very high, even more than average costs. In addition, sometimes oligopolists may face wasteful fluctuations in output as the output is not determined optimally.

In perfect competition, when demand decreases, price falls. However, in case of oligopoly, price remains fixed and output only changes. This is not beneficial for customers and society as a whole. Therefore, under oligopolistic market situations, the interference of government is necessary for regulating prices and keeping a tab on collusions, so that prices can be stabilized.

What is Oligopoly Effects?

Negative Effects of Oligopoly on National Economy:

There are some negative effects of oligopoly on the national economy. The prominent effect is that it is an established form of market system with oligopolistic producers preventing entry of new producers into the market. There are cases where producers will unite against potential new entries in the market by controlling price fixation and thereby creating an acute loss of revenue for the new producers. In some oligopoly markets, producers also tend to share markets which often leads to inflation of general price level. This might seem great for a seller, but for a consumer this situation is quite a nightmare. The phenomenon of assured market and sales, stagnates the research and development, which eventually leads to the production sub standard goods.

Warner was supposed to try to compete with Disney in regards to Quality Entertainment for Children and as it competes it was also supposed to try to improve the General Market of Cartoons and Entertainment.

But Warner is obviously not even trying to improve the General Market of Entertainment and the Evidence is Laura Pausini.

So we have Disney trying to make Wars cool (Star Wars), trying to make War Toys Cool (Laser Gun and Laser Saber) and thus trying to make killing cool, all of which has sensible issues around the World, aside from the fact that Disney allows it's Trademarked names to be used for Google Porn. Warner does not usually allow any of that but that does not mean it does not endorse it, as you can see, Warner does endorse Disney's sub standard goods for children that in some countries are even illegal, like as I just showed, in Venezuela.

That kind of Oligopoly does not only affect the United States of America, it also hurts the Entertainment Industry
across the World, hurting thus the profits of many Cartoonists, Animators and Entertainers, causing unemployment or even cause the Desertification of Art when there is no Art being produced where there could have been if it were not for the Olygopoly.

If it were not for the Arrogant Attacks I receive from Laura Pausini and of which she does not want to respond
voluntarily, if it were not for Oligopoly Interests of Warner and Disney, would it make sense that Warner is Promoting Disney to endorse Disney's Products that are often sub standard good compared to some Warner's Products?

Warner does not do the following as much as Disney, but it still endorses it's
Oligopoly Partner in things like:

1) The Selling of Toy Weapons (Illegal in Venezuela).
2) The Glorification of Wars (Refused in Venezuela).
3) The Cartoon Princess Porn allowed by Disney (Illegal in Venezuela).
4) The creation of some attractions that do not help a smart child but confuses them.
5) The Direct Sexual Subliminal Coding on the Cartoon like Penetration on Moana.
6) The Artists that leave Disney to become heavily sexual while Disney still sells it.

If Warner cannot compete with Disney because it is too interests in Oligopoly, then Warner should be made responsible for endorsing Disney's Actions and have economic consequences for Disney's Errors.

Warner does not seem to be interested in creating new and better products, it seems to be interested in being an Oligopoly Gangster trying to kick and bully those that are not Gang Members.

Are the Warner Employees, Investors and the General Public well informed about the Oligopoly between Warner and Disney to keep competitors out and sell Sub Standard Goods at a Higher Price?

Spree of Obama actions revives GOP concerns over ‘midnight’ regs, agenda

A flurry of big decisions out of the Obama administration just weeks before President-elect Donald Trump takes office has rekindled Republican concerns about President Obama’s plans for jamming through so-called “midnight regulations” and other leftover items from his wish-list on his way out the door.

In the last week alone, the Obama administration blocked future oil and gas leases in swaths of the Arctic and Atlantic oceans; granted a record number of pardons and commutations for a single day; and scrapped a dormant registry for male immigrants from a list of largely Muslim countries.

Defense officials told Fox News there is an effort underway to transfer up to 22 additional detainees out of Guantanamo Bay. And Obama’s ambassador to the United Nations stunned Israel on Friday by abstaining on a Security Council measure condemning settlement activity, allowing it to pass.

And Obama still has a month left in office. The most recent announcements were made while the first family was on vacation in Hawaii – leaving unclear what Obama has in store for when he gets back to Washington.

GINGRICH: OBAMA IN 'DESPERATE FRENZY'

Hanging over any final actions is the likelihood that Trump, once in office, will roll back many of them. “The things he’s done this week will be turned around,” former House Speaker Newt Gingrich said of Obama on “Fox News Sunday.” “He’s in this desperate frenzy.”

But Democrats are urging the outgoing president to pursue further actions, as the administration weighs its next steps.

Among the possibilities:

Sixty-four House Democrats recently asked Obama to use his pardon power to preserve his Deferred Action for Childhood Arrivals, which spared millions of illegal immigrants who came to the U.S. as children from deportation. Led by Rep. Luis Gutiérrez, D-Ill., the lawmakers asked Obama in a letter to “exercise your Constitutional authority to provide pardons to young people who are American in every way but on paper.” The goal is to make it more difficult for Trump to potentially deport them.
   
The White House already has teed up the strong possibility of more clemency for nonviolent drug offenders and others. After Obama pardoned 78 people and granted another 153 commutations on Monday, White House Counsel Neil Eggleston said he expects “more grants of both commutations and pardons before [Obama] leaves office.”
   
Former President Jimmy Carter has called on Obama to go further in the Middle East and recognize a Palestinian state before leaving office. In a New York Times op-ed, he wrote: “The simple but vital step this administration must take before its term expires on Jan. 20 is to grant American diplomatic recognition to the state of Palestine.”

White House spokesman Eric Schultz said “there is a process at the Department of Justice to review pardon applications” and “the president has said he is not going to do anything to circumvent that process.” As for Carter’s appeal, Schultz said, “I don't think [Carter’s] views are new today, so I don't have any new positions or views from us on that.”

White House Press Secretary Josh Earnest also said recently that any executive actions the president takes at this stage likely were in the works before the November election.

“What I can rule out are any sort of hastily added executive actions that weren’t previously considered that would just be tacked on at the end,” Earnest said.

Regulation ‘Finish Line’

While Obama weighs his last batch of policy decisions, many regulations already are coming through the pipeline. The final plans reportedly include as many as 98 regulations classified as “economically significant,” meaning each would cost the economy $100 million through compliance and consumer impact.

According to an analysis by the conservative American Action Forum, based on the Federal Register agenda, the administration is eyeing $44.1 billion in “midnight regulations” – or rules pushed in the final two months of an outgoing administration.

“This has been the most active December ever for regulations,” Sam Batkins, AAF’s director of regulatory affairs.

Gina McCarthy, administrator of the Environmental Protection Agency, didn’t conceal her eagerness in a staff memo sent after the election. “As I’ve mentioned to you before, we’re running—not walking—through the finish line of President Obama’s presidency,” McCarthy wrote.

By late November, the EPA announced stronger greenhouse gas emission standards, pushing 54.1 miles-per-gallon fuel efficiency standards for cars and light trucks for model years 2022-2025. In mid-November, the Interior Department finalized a rule to cut methane emissions during oil and natural gas production on federal lands.

Among regulations expected to take effect: the U.S. Citizenship and Immigration Services plans to make it easier for employers to sponsor highly skilled immigrants in the country; the Education Department is working on student debt relief at for-profit colleges; and on the financial services side, the Federal Reserve and the Securities and Exchange Commission are working on matters such as executive pay and mutual fund management.

According to an administration official, the number of active rules at the end of this administration still is 15 percent lower than at the end of the George W. Bush administration. The administration also notes that some economically significant regulations help the economy.

Republican Roll-Back

Congressional Republicans are bent on stopping or reversing the onslaught of new rules.

In a Dec. 5 letter, 20 Republican senators asked Obama to “honor the will of the American people and refrain from working on or issuing any new, non-emergency regulations while carrying out your remaining term in office.”

House Majority Leader Kevin McCarthy, R-Calif., in a Nov. 15 letter to federal agency heads signed by other House committee chairmen, asserted, “we will work with our colleagues to ensure that Congress scrutinizes your actions—and, if appropriate, overturns them.”

The Congressional Review Act of 1996 allows Congress, with the president’s signature, to rescind regulations and prohibit agencies from imposing rules that are substantively the same.

That, however, would have limits even when Trump takes office, Batkins said.

“Congress can rescind regulations when it gets back, using the CRA, but the House and Senate will be working on health care, the economy and infrastructure,” Batkins told FoxNews.com. “Congress has a lot on its plate. Of the 100 or more midnight regulations that could fly through, there probably won’t be more than a dozen they would be interested in repealing.”

Asked at a November press conference about GOP calls to hold off on finalizing rules in his final weeks in office, Obama defended their rulemaking pace: “The regulations that we have issued are ones that we've been working on for a very long time. … These aren't things that we've been surprising people with.”
